sharding: Support Tornado sharding by regexes.
One should now be able to configure a regex by appending _regex to the port number: [tornado_sharding] 9802_regex = ^[l-p].*\.zulipchat\.com$ Signed-off-by: Anders Kaseorg <anders@zulip.com>
