ts: Convert `portico/google_analytics.js` to TypeScript.

Created a custom type declaration file `ga-gtag.d.ts` for
`ga-gtag` npm module.

`@types/gtag.js` is installed as a devDependency so that the type
for `gtag` function can be provided.
