settings: Make list header sections consistent. I made the header sections above all our settings panel lists more consistent. Before this change: * some lists had titles, others didn't * the placement of the filter box was random * alerts strangely went between the filter box and the list * filter boxes were too large * CSS was haphazard * forms were squished against tables Now all the settings with list have consistent HTML, CSS, and look-and-feel in the area directly above their list of items. With the exception of Custom Profile Fields, all the lists with headers above them happen to be based on ListWidget, but the header styling is not coupled to ListWidget, because we want consistent headers even if Custom Profile Fields has a non-ListWidget list (due to its drag&drop features).

settings_users: Add role filter to user list. Fixes #18617. - The role filter is added to both active and deactivated user list. The original plan was to introduce a multi select checkbox dropdown for the roles, but since that component is not ready yet, we will use the dropdown component for the first iteration. - To accomodate multiple filters, we have used an approach similar to the one in recent_view_ui.js where we use dropdown callback function and on("input") event on text search to set the filter value in memory. The predicate functions uses these filters. - We have also changed the default message when there are no users to show to reflect `filters` instead of `current filter`.

list_render: Remove data-list-render markup. We already know which list widget a `<th>` tag is associated with when we set up the event handler, so it's silly to read data from the DOM to find that widget again when the handler runs. This commit eliminates a whole class of possible errors and busy work.

templates: Remove table-condensed class for <table> elements. The table-condensed class was used by bootstrap to add padding to the table cells. But since we want padding in cells for all tables, we added the padding CSS to the other existing CSS for tables while removing the bootstrap CSS for tables and "table-condensed" is not required anymore.

settings css: Make HTML table headers sticky. Introduce a new class "table-sticky-headers" in the settings and organisation settings HTML table tags and it is used to make the table headers fix at the top. This commit also add the background-color and hover properties to the settings and organisation settings table to make them look similar to the recent_topics_table.

settings: Use user-level email_address_visibility setting in UI. This commit basically updates the frontend code to directly use delivery_email field instead of functions like show_email or email_for_user_settings at places where we want to show email. We can do this change since we recently updated the server code to always pass "delivery_email" code in the user objects with its value being null if the real email is not accessible. Showing email or "hidden" or nothing at various places in UI like in users list, subscriber list, user profile popover and modal is same as before. Major points - - Removed show_email and email_for_user_settings functions since we directly use delivery_email field now as explained above. - While sorting by emails in the users list, users with real emails hidden are always shown in last when sorting alphabetically and at the top when sorting reverse alphabetically. Also, those users with real emails hidden, are sorted by name among themselves. As we did before, we do not allow sorting by email when all emails are hidden. - There is no change in typeahead behavior at this point. We either hide the email completely or show the real or fake email based on user level setting. - Added code to handle delivery_email events and appropriately add/remove delivery_email field from person objects.

templates: Stop using `::after` to render empty list message. This commit removes all instances of the `required-text` class, which utilizes the `::after` pseudo-element to render empty list message. To avoid inserting non-decorative content using a pseudo- element, we will now use `list_widget.render_empty_list_message_ if_needed` introduced a few commits back to display the empty list message. Fixes #23072.
