provision: Replace transifex-client with new transifex-cli. transifex-client went EOL on November 30, 2022, replaced by transifex/cli [^1]. Swap this in-place, since per the upstream README [^2]: > The current version of the client maintains backwards compatibility > for the tx push and tx pull commands. So, if you have a CI setup that > uses them, you should not have to change anything. As the mobile team found out, this is a partial truth if one previously used some of the more advanced CLI flags, but all workflows referenced in tools/ and docs/ use forwards-compatible flags to the new version. Revert "locale: Fix incorrect locale name for zh-Hans." This reverts commit ba8dc621322619aefdea7097e0ce8274e44a0bd9. As best I can tell, the old configuration was correct for what Django wanted. Further testing is required, but this at least brings .tx/config to match the actual filenames; I think our Chinese translations have been broken until now.

i18n: Move static/locale back to locale. As of commit cff40c557b2a35e03ac03af1125e19ba88555aef (#9300), these files are no longer served directly to the browser. Disentangle them from the static asset pipeline so we can refactor it without worrying about them. This has the side effect of eliminating the accidental duplication of translation data via hash-naming in our release tarballs. This reverts commit b546391f0b826824727d6d5f1fcf0a30a554328a (#1148). i18n: Retrieve mobile translations. This commit also adds a tool to push translation sources to Transifex. This tool makes sure that we don't push mobile source file. Mobile source file is supposed to be handled from Zulip-Mobile repo.

Because the Transifex API is hilariously bad at namespacing, this will work for uploading to any project with its "slug" set to `zulip-test` that you have access to; for me, this is a fresh test project I created in my own personal Transifex organization. To use, just follow the command in `tools/push-translations`, but s/zulip/zulip-test/g.
