popovers: Add keyboard support for All Messages popover in sidebar. templates: Replace unnecessary {{#tr}} blocks with {{t}} helper. `{{#tr}}` supports HTML and allows translators to accidentally introduce HTML, so it’s safer to use the `{{t}}` helper unless HTML is needed.
