Seperate information overlay CSS into own file. This takes the information overlay CSS and moves it from zulip.css to informational-overlays.css to help separate out isolated components.

Fix scrollbar width overflow issue. This fixes the issue where scrollbars that take up space (eg. Chrome on Linux) force the inline-block items to overflow their container and fall down a line.
