buddy_list: Use hide classname instead of user-with-count. There seem to be two different ways of making the unread marker visible: (1) `user-with-count` classname on the `user_sidebar_entry` element, which is added on render and not modified after render at all. (2) `hide` classname, which is toggled on the `unread_count` element in `update_unread_count_in_dom`. This creates a bug where sometimes the buddy list doesn't update when messages are marked unread. This actually doesn't always happen, since if there was an unread marker that was there on the original render (and then removed and put back) it will display again. This commit keeps the `hide` class and removes the `user-with-count` strategy.

refactor: Simplify logic for circles. We now have a function get_user_circle_class that returns one of these values: "user_circle_green" "user_circle_orange" "user_circle_empty" And we put that in the templates. And then CSS renders the circle of the appropriate color. The unit tests now explicitly capture whether we are rendering the correct kind of circle.

right-sidebar: Narrow pm/group-pm on clicking unread count badge. Fixes #9797. Clicking on the unread count badge on the right sidebar did not narrow the selected pm/group-pm. This commit moves the count div inside selectable_sidebar_block. Also uses flexbox instead of inline-blocks for user presences selectable_sidebar_block.

linter: Enforce 2 space indents on tags spread over multiple lines. We make some specific cases of tags use 2 space indents. The case description: * A tag with opening tag spread over multiple lines and closing tag on the same line as of the closing angle bracket of the opening tag. * A tag with opening tag spread over multiple lines and closing tag not on the same line as of the closing angle bracket of the opening tag. user status: Add JS tooltips for Buddy List and PM List. Hovering over user names (and user circles for PM List) now displays Name, Status Message and Last online time in a js tooltip. Hovering over group names displays the names of all group members. Unavailable users are shown as "Last active: Today". Hovering on a user circle in the Buddy List results in a js tooltip with Active/Idle/Offline/Unavailable for green/orange/white/white-with-line. Resolves #11607.

Added a user_list_style personal user setting to the bottom of Settings > Display settings > Theme section which controls the look of the right sidebar user list. The radio button UI includes a preview of what the styles look like. right_sidebar: Fix full name overflowing its container. User's name with status emoji was overflowing its container, resulting in overflown text to not be converted into ellipsis and pushing status emoji out of visible area.

Fix performance issues with user presence list in large realms. Whenever a user became active, this triggers an immediate presence update event (to show that user as active). The implementation for that event (running on the browsers of all other users in the realm) would fully rerender the presence list, which can be an expensive operation in a large realm, just to update the status for that one user. This fixes that case to just remove the user from the list and then re-insert it at the appropriate index. [Commit message expanded with more details by Tim Abbott]
