left sidebar: Clean up "split" list moves. This change only impacts users who have the setting to put the user lists in the left sidebar when they have a narrow window. First, we move ".right-sidebar-items" as an entire group. Second, we append the items to "#left-sidebar" instead of ".narrows_panel".

templates: Prevent dangling end tags. In cases where an opening tag is so long that we stretch it to 2+ lines of code, we should try to use block-style formatting in the template code. Unfortunately, we have lots of legacy code that violates this concept, so this is a timid fix. There are also legit use cases like textarea where we probably need to keep the ugly template syntax for things to render properly.

templates: Add filter_text_input class to inputs used for filtering. This commit adds filter_text_input class to various search inputs used across the app. This new class is used to re-add the bootstrap CSS rules such that we can remove the CSS from bootstrap.css.

scroll: Set tabIndex to -1 for simplebar content wrapper. Fixes #30403. Having tabIndex set to 0 led to keyboard focus being put on a scrollbar container, which led to users having to tab twice to skip a container. This commit also removes instances of tabIndex being set to -1 programatically for certain cases, since it is -1 by default now. This commit also removes `outline: none` for simplebar since that property is not needed anymore because the wrapper is not focusable anymore.

buddy list: Add padding to progressive scrollings. We add a padded div to our container for the buddy list to give scrolling the illusion that we've rendered every list item, while still letting the browser do the heavy lifting instead of trying to fake it out too much.

buddy list: Introduce buddy_list_wrapper div. This new div allows us to split out two concerns: semantic list of items - remains in #user_presences widget real estate - controlled by new #buddy_list_wrapper We will use this for progressive rendering. We want to add padding to the buddy list without messing with the integrity of the actual HTML '<ul>' list. (One ugly alternative would have been to add a dummy list item, which be a pitfall for any code traversing the list.) Basically, all the code relating to click handlers and similar things was left alone. We only change js/css related to scrolling, resizing, and overflow.

right-sidebar: Fix design bugs with keyboard-shortcuts. The keyboard-shortcuts icon currently has a fix position causing design related bugs such as overlapping with userlist in the sidebar. The fix wraps the invite-more-users link and keyboard icon inside a div with display property as flex instead of just using the anchor tags inside the side-bar items.
