portico: Use /help/ style pages for displaying policies. This replaces the TERMS_OF_SERVICE and PRIVACY_POLICY settings with just a POLICIES_DIRECTORY setting, in order to support settings (like Zulip Cloud) where there's more policies than just those two. With minor changes by Eeshan Garg.
