docs: Improve linking of documentation around message deletion. This should help users confirm their understanding of how deletion works in Zulip starting from the actual deletion UI.

There are several settings that control who can [edit and delete
messages](/help/edit-or-delete-a-message) and topics. By default,
users have 10 minutes after posting a message to edit it, they can
edit any topic at any time, and they cannot delete their messages.

Different organizations have different message editing needs, so this area
is highly configurable. Two things are true under any configuration:

* Message content can only ever be modified by the original author.
* Any message can be deleted at any time by an organization administrator.

realm: Replace allow_message_deleting with delete_own_message_policy. This commit replaces 'allow_message_deleting' boolean setting with an integer setting 'delete_own_message_policy'. We have a separate dropdown now for deciding which user-roles can delete messages sent by themselves and the time-limit setting droddown is different. This new setting has two options - everyone and admins only. Other options including moderators will be added further. We also remove the "Never" option from the original time-limit dropdown, as admins are always allowed to delete message. This never option resembled the case of only admins being allowed to delete but this state is now resembled by setting the dropdown to "admins only" and we also disable the time-limit dropdown in this case as admins are allowed to delete irrespective of limit. Note, this setting is only for deleting messages sent by the deleting user themselves, and only admins are allowed to delete messages sent by others as before.

There are a few useful things to understand about the message editing
settings.
* **Allow message editing** can be set to **Never**, **Any time** or
**Up to [a customizable time limit] after posting**. If set to **Never**,
users cannot edit message topics either. For any other value, users can
edit message topics at any time.
* If a user can edit a message, they can also "delete" it by removing all
the message content. This is different from proper message deletion in two
ways: the original content will still show up in
[message edit history](view-a-messages-edit-history), and will be included

### Configure message editing and deletion

settings: Move message edit settings to "Organization Permissions". The message-editing section of settings is moved from "Organization Settings" to "Organization Permissions", which feels like a more natural place for these settings.

### Configure who can move topics between streams
By default, only organization administrators can move topics between
streams. You can configure which roles have permission to do so:

settings: Move move-message-between-stream setting to "Message Editing". This commit moves "Who can move messages between streams" setting to "Message Editing" section.
