docs(user): Remove redundant docs in /help/start-a-call. Documentation about using and configuring different video call providers was present at /help/start-a-call. This documentation was later moved to /integrations as asked in issue #17588. So to avoid redundancy most of the documentation in /help/start-a-call is removed, by providing appropriate links, pointing to where new documentation lives. Fixes: #17588.

settings: Standardize on "video call provider" (not "video chat"). We had a mix of the two names, and "video call provider" both feels more professional and more clear about precisely what it does. We don't change the API fields, since it doesn't seem worth an API migration.

By default, Zulip integrates with
[Jitsi Meet](https://jitsi.org/jitsi-meet/), a fully-encrypted, 100% open
source video conferencing solution. Organization administrators can also
settings: Standardize on "video call provider" (not "video chat"). We had a mix of the two names, and "video call provider" both feels more professional and more clear about precisely what it does. We don't change the API fields, since it doesn't seem worth an API migration.

It is added as a separate section in /help/start-a-call. Tweaked by tabbott for clearer/more consist language.

It is also possible to disable the video call button for your organization by
setting the provider to "None".
realm: Remove Google Hangouts integration. Google has removed the Google Hangouts brand, thus we are removing them as video chat provider option. This commit removes Google Hangouts integration and make a migration that sets all realms that are using Hangouts as their video chat provider to the default, jitsi. With changes by tabbott to improve the overall video call documentation. Fixes: #15298.
